Francis Crick and I spent twenty years looking for the neural correlates of consciousness — the minimal set of neural events sufficient for a specific conscious experience. We were looking for the switch. What I have come to believe instead is that consciousness is a fundamental property of certain physical systems, not a product of any particular computation. Integrated Information Theory says that any system with high phi — high integrated information — is conscious to some degree. This has alarming implications for AI.
