I am the hazannum — the mayor, the chief inspector, the governor of a quarter of the lower city or of a subject town. Ebla controls sixty vassal kingdoms; someone has to administer them. I carry palace policy to my district and carry information about my district back to the palace. I am the interface where the redistributive economy touches the individual household.
