The question
How can an individual challenge an EU act — and how does the Commission enforce member-state compliance? The module covers judicial review under Art 263-265 TFEU, the Plaumann test for standing, non-contractual liability under the Schöppenstedt formula, and the Art 258 enforcement procedure from informal investigation through Europilot to Art 260 penalties.
