The question
How does EU legislation get made — and who decides whether the EU or the member states should act? The module covers the ordinary legislative procedure (Art 294 TFEU) from initial proposal through conciliation to EP veto, the consultation, co-operation, and assent alternatives, the concepts of exclusive and shared competence, and subsidiarity under Art 5 TEU with the role of national parliaments.
