CSV entry 25 is say, the verb of reporting speech: she said she'd come, what did he say?, how do you say that in Serbian? Serbian's everyday word for it is рећи. Шта је рекао?: what did he say? Реци ми!: tell me! Рећи ћу ти сутра: I'll tell you tomorrow.
English say and tell are one verb in Serbian. The person you tell goes in the dative, as with дати (give): рекао сам јој, I told her, literally I said to her. There is no separate tell.
Serbian has three verbs where English has say, tell and speak, and they divide the work by aspect. Рећи and казати are perfective: they describe one act of saying, done and complete. Говорити is imperfective: it describes speaking as a process, or saying something again and again. Рекао ми је истину is he told me the truth (once, on one occasion). Увек ми је говорио истину is he always told me the truth (habitually). Aspect runs through the whole Serbian verb system, and it will return many times in this course.
The present tense of рећи (речем, речеш …) exists, but it is rarely used in speech. For I say, you say, Serbian takes the present of казати: кажем, кажеш, каже. In practice the two verbs make one: рећи for the infinitive, the past and the future, кажем for the present and кажи or реци for the command.

These are the rules for рећи, казати and говорити.
1. One meaning, three verbs. Serbian grammars pair the verbs by aspect: рећи and казати are perfective, говорити is imperfective. A perfective verb presents an action as one whole event, finished: рекао је, he said (it). An imperfective verb presents it as a process, or as something repeated: говорио је, he was speaking, he used to say, he kept saying.
Рекао ми је да долази. — He told me he was coming. (one message) Говорио ми је да долази. — He kept telling me he was coming. (again and again)
Говорити is also the verb for speak in general: говорим српски (Lesson 23, 23.7), не говоримо сви у исти мах (25.14).
2. The forms of рећи.
infinitive: рећи (reći) perfect: рекао сам, рекла сам; рекли смо, рекле смо future: рећи ћу, рећи ћеш, рећи ће (reći ću) conditional: рекао бих, рекла би imperative: реци, рецимо, реците (reci, recimo, recite) aorist: рекох, рече, рече; рекосмо, рекосте, рекоше
The masculine participle is рекао; the other forms are рекла, рекло, рекли, рекле. In the imperative the к turns into ц: реци.
The future of a verb in -ћи is written as two words: рећи ћу, like ићи ћу and доћи ћу. Only infinitives in -ти fuse with the auxiliary (радићу, Lesson 12).
3. The present: кажем. Рећи has a present, речем, речеш, рече …, but it is rare in Serbian speech; where it appears, it is mostly in clauses such as кад речем, when I say. For the ordinary present, use казати:
кажем, кажеш, каже, кажемо, кажете, кажу (kažem, kažeš, kaže, kažemo, kažete, kažu)
Its imperative кажи, кажимо, кажите lives side by side with реци, рецимо, реците: кажи ми and реци ми both mean tell me. Its past казао, казала exists, but рекао, рекла is the usual past.
4. The person told: dative. Tell someone something is рећи некоме нешто, the person in the dative, the thing in the accusative: рекао сам јој истину. The dative clitics stand in second position with the other clitics (Lesson 2 §3): рекао ми је (25.7), шта ти је мама рекла (25.8), учитељица нам је рекла (25.14). The full form is used for emphasis or at the head of a clause: Никоме нисам рекла (25.12), Њој сам рекао, а њему нисам.
5. Reported statements: да and the original tense. As Lesson 22 showed, the да clause keeps the tense of the words actually spoken:
she said: Доћи ћу сутра. → Рекла је да ће доћи сутра. (25.6) he said: Уморан сам. → Рекао је да је уморан. (he said he was tired)
6. Reported commands: да + present. English he told me to wait uses an infinitive. Serbian uses да with the present, in the person who must act:
Рекао ми је да чекам. — He told me to wait. Рекао му је да чека. — He told him to wait. Рекла нам је да не говоримо. — She told us not to talk.
The negative не stands inside the да clause, right before the verb (25.14).
7. Reported questions. A question word keeps its place: Реци ми где живиш. — Tell me where you live. A yes/no question takes да ли: Реци ми да ли долазиш. — Tell me whether you're coming.
8. Direct speech. Serbian quotation marks open low and close high: „Долазим одмах“. After the quotation, a comma, then the verb of saying before its subject: „Долазим“, рекао је Ненад. — the order said Nenad is the normal one, not a literary flourish. In printed dialogue a dash often replaces the quotation marks: — Долазим — рекао је.
9. The aorist рече. The aorist (Lesson 16) survives best in verbs of saying. Рече (he said, she said) is the voice of the folk tale and of lively storytelling. Рекох (I said) is common in speech, especially in рекох ти — I told you (so).
10. Set phrases.

Common Mistakes
The accusative for the person told: *рекао сам га. Say рекао сам му; рећи takes the dative.
An infinitive in a reported command: *рекао ми је чекати. Say рекао ми је да чекам.
Shifting the tense: рекао је да је био уморан means he said he had been tired. For he said he was tired, say рекао је да је уморан.
Речем for the everyday present: *ја речем да … Say кажем да …
Говорити for one act of saying: шта ти је говорио? asks what he kept telling you. For what did he tell you?*, say шта ти је рекао?
The future written as one word: *рећићу. Write рећи ћу.

Како се каже …? is the first sentence every learner of Serbian should own. Serbs are delighted by a foreigner who tries, and the question Како се то каже на српском? (25.5) usually gets a patient answer and often a short lecture on the word's origin.
Шта кажеш? (25.2) asks for an opinion: what do you say to that? If you simply did not hear, the polite word is Молим?, pardon?
Рекла-казала — the feminine participles of both verbs, paired — is a noun for hearsay and gossip: he-said-she-said, talk. Something that is рекла-казала has passed through too many mouths to be trusted, which is the theme of this lesson's narrative.
Рекох ти, the aorist of Section D §9, is said with a lift of the eyebrows: I told you so.
The old orthographic rule of Vuk Karadžić, пиши као што говориш, write as you speak (Lesson 1), uses говорити, not рећи: it is about speaking as a habit, not one act of saying. The proverbs in Section F turn on the same difference.

Испеци па реци (F.1) — two perfective imperatives joined by па, and then (Lesson 3). Испећи is to bake or roast through, to finish cooking. A thought must be cooked before it is served. Both verbs end in -ћи, and both change к to ц in the imperative: испеци, реци (Section D §2). The rhyme comes from that shared ending.
Нећеш … да кажеш (F.2) — нећеш is the negative of хоћеш, you won't, you don't want to, followed by да + present (Lesson 12). Кажеш is the present of казати, the everyday present of saying (Section D §3).
Некоме у очи (F.2) — into someone's eyes, that is, to their face. The dative некоме marks the person, as with any verb of saying (Section D §4). English says to someone's face; Serbian says to someone, into the eyes.
Немој говорити (F.3) — немој + infinitive is the negative command: don't speak. The proverb switches from казати to говорити: the first half is about one thing you would say to a face, the second about talk behind a back, which goes on and on. Section D §1 in a single sentence.
Ни за леђима (F.3) — ни is not even, nor; за + instrumental is behind: за леђима, behind the back. Леђа (back) is a plural-only noun, like врата (door).
Some collections print the proverb with Што in place of Шта. Што is the older and more western form of the relative pronoun; the meaning is the same.

Part D — Grammar Notes for the Narrative
A message passes from mouth to mouth and changes on the way. The story is a chain of verbs of saying, and every link uses a different construction from Section D.
Рекла Марији да ће … правити ручак (25.16) — the person told in the dative, then a да clause with the future tense Grandma actually used: правићу ручак, I'll make lunch, becomes да ће правити ручак (Section D §5). English shifts will to would; Serbian does not.
Рекла јој је и да позове брата (25.17) — a reported command: да + present (Section D §6). Grandma said позови брата!, invite your brother!, and the imperative becomes да позове. И here means also.
Рекла му: „Бака нас зове …“ (25.18) — direct speech after a colon. Позвати is both to call (on the phone) and to invite; зове in the quotation is its imperfective partner звати: Grandma is inviting us.
Својој жени је рекао (25.20) — the dative phrase is put first, and the clitic је follows it. Својој, not његовој: the wife belongs to the subject, Nenad (Lesson 24 §8). Да бака слави рођендан keeps the present tense: Nenad said бака слави рођендан.
Казала комшиници, а комшиница целој згради (25.21) — казати in the past, the less common partner of рећи (Section D §3), used here for variety. The second half leaves out the verb, which is understood from the first: and the neighbour (told) the whole building. Комшиница is the feminine of комшија (Lesson 24).
На вратима је стајало двадесет људи (25.22) — after numbers from five upwards the noun is in the genitive plural (људи) and the verb is neuter singular (стајало је). Врата (door) is plural only, so at the door is the locative plural на вратима.
„Срећан рођендан!“ рекли су (25.24) — after a quotation the verb comes first, then any subject (Section D §8). У један глас — in one voice, all together.
Није знала шта да каже (25.25) — шта да + present: what she should say. Каже is the present of казати, because рећи has no everyday present.
Ко вам је то рекао? (25.26) — вам, the plural dative clitic: Grandma is speaking to the whole crowd. Упитати is the perfective of питати, to ask.
Сви су погледали комшиницу, комшиница Ненадову жену, а она Ненада (25.27) — the verb is stated once and left out twice. Ненадову is the possessive adjective from Ненад (Nenad's), feminine accusative to agree with жену.
Оно што сам чуо (25.28) — that which I heard, what I heard: оно + што (Lesson 13). Nenad repeats the message he heard, not the message that was sent.
Има ручка за све (25.29) — има with the genitive, there is (some) lunch. Уђите is the plural imperative of ући, to come in.
Рођендан јој је, кажу, тек у марту (25.30) — кажу set off by commas is the narrator's aside, so they say (Lesson 24 §9). Рођендан јој је is the usual way to say her birthday is: the dative of the person, not the possessive њен рођендан. Тек means not until, only.

рећи (reći): RE-chee. Stress on the first syllable. Ћ is a soft ch, made with the tongue flat against the front of the palate [tɕ]. It is softer than ч (as in чекам), which is a hard English ch [tʃ]. The respelling ch is used for both, but the sounds are different.
реци (reci): RE-tsee. Ц is always ts, as in cats. Practise the pair рећи / реци: soft ch, then ts.
рекао (rekao): RE-ka-o. Three syllables: the vowels а and о stay separate and are not run together into one sound.
рекла / рекли (rekla / rekli): REK-la, REK-lee.
кажем (kažem): KA-zhem. Ж as the s in measure. Likewise кажи (KA-zhee), каже (KA-zhe), кажу (KA-zhoo).
говорити (govoriti): GO-vo-ree-tee. Stress on the first syllable, as in говорим (GO-vo-reem).
испеци (ispeci): EES-pe-tsee.
леђима (leđima): LE-jee-ma. Ђ is a soft j, the voiced partner of ћ [dʑ].
рођендан (rođendan): RO-jen-dan. Ђ again, as in леђима.
